What is PolygonOSS?

PolygonOSS is a companion for OSS business licensing in Indonesia. Here you can draw your business location polygon and download it as an SHP file, simulate licensing based on your KBLI code and business scale, browse the KBLI directory, ask the Ask AI assistant, and discuss with the community in the forum.

Is PolygonOSS part of the government's OSS system?

No. PolygonOSS is an independent companion, not the government's OSS system and not a licensing authority. Files and simulation results from this portal help you prepare, but official submissions and decisions are still made through the OSS system and the issuing authorities.

Read the Terms & Conditions
Is the information on PolygonOSS legally binding?

No. All information on this portal is informational only and is not legal advice. Always verify against the official regulation text and consult the relevant authority for your specific case, especially before making decisions with legal or financial consequences.

Can I use PolygonOSS without registering?

Yes. You can draw a polygon and download its files without an account. However, to save polygons to My Polygons and access them again later, you need to sign in to your account.

Open Create Polygon
How does the credit system work?

Paid features on the portal use a credit system where 1 credit equals Rp1. Your balance and usage history can be viewed on the Billing page after you sign in. If QRIS top-up is available for your account, its button and instructions appear on that page; if not, please contact [email protected].

What are the steps to create a polygon?

Creating a polygon has four steps. First, set the number of parcels (1–50) together with the proponent, activity, and year details. Second, enter the target area of each parcel. Third, draw its boundary on the map. Fourth, review it in the Review step, then generate and download your files.

Start creating a polygon
How do I draw to match a target area?

While drawing, the map panel shows your polygon's actual area next to its target area, so you can adjust its points until they are close to the target. Freehand, rectangle, triangle, trapezoid, and circle tools are available, along with edge snapping to attach points to existing edges, plus undo, redo, and add-point tools.

What ways can I enter a land boundary?

Besides drawing manually on the map, you can upload a photo of a land sketch to have its shape read onto the map, import a KML, SHP, or GeoJSON file you already have, or record points with field GPS. All of these produce the same polygon, which you can keep editing on the map.

What is the glow I see when I select a search result?

When you select a place from the map search, the map flies and zooms to that location, and the area emits a soft yellow glow for a few seconds before disappearing completely. The glow is only a momentary on-screen marker and does not affect your polygon, PDF, or SHP files.

Which map layers are available?

The map offers Esri and OpenStreetMap layers by default, plus Google Road and Google Satellite as options. The Google layer switches off automatically once monthly usage reaches 9,500 map loads and becomes available again the following month, while the Location PDF always uses Esri satellite imagery.

Is my draft saved if the page reloads?

Yes. Wizard progress is saved automatically, so if the page reloads or you return from My Polygons, you can continue from the last step without re-entering everything.

What files do I receive after generating?

One generation produces two ZIP packages at once, plus a Location PDF. The first ZIP is the KKPR polygon for OSS and Gistaru validation, and the second is the Project Site polygon for Amdalnet. File names follow the pattern “{Proponent} - {Parcel Name} - KKPR.zip” and “… - Amdalnet.zip”, and the Location PDF contains a satellite image of the location in A4 landscape format.

Open My Polygons
When do I use the KKPR ZIP and when the Amdalnet ZIP?

Use the KKPR ZIP for spatial-utilization purposes: uploading your polygon to OSS and passing ATR/BPN Gistaru validation. Use the Amdalnet ZIP for environmental documents in the KLHK Amdalnet system. Both come from the same polygon; only their format and coordinates are adjusted to each system's standard. The KKPR ZIP uses UTM coordinates for the location's zone with area and perimeter attributes, while the Amdalnet ZIP uses geographic coordinates (EPSG:4326) with Amdalnet-standard attributes, including proponent, activity, year, province, and notes.

How long can files be downloaded?

Generated files (SHP ZIPs and PDFs) can be downloaded for 90 days from creation or from the last generation. After that period, the files are archived and can no longer be downloaded.

What happens if my file has been archived?

If a file has been archived, its download is refused with an archived-file notice, but the parcel record and its coordinates remain stored. Simply generate again from My Polygons to start a new 90-day download period.

Open My Polygons
Does the Location PDF use the Google layer?

No. The Location PDF always uses Esri satellite imagery, whichever layer you are viewing on screen. This is deliberate, so the document you download stays consistent and compliant with imagery usage terms.

What is KBLI and how do I choose one?

KBLI (Klasifikasi Baku Lapangan Usaha Indonesia) is Indonesia's standard business-field classification used for business licensing; every business activity maps to a 5-digit KBLI code. In the KBLI Directory you can browse 1,559 KBLI 2025 codes through their category hierarchy, or use the AI-powered KBLI finder in the Simulation by describing your activity in everyday language.

Open the KBLI Directory
What is the KBLI 2020 to 2025 conversion?

KBLI was updated from the 2020 version to the 2025 version, so some codes stayed the same while others changed, were merged, or were split into several new codes. The KBLI Conversion page explains the status of each code and its counterparts, so you do not mistakenly use an outdated code.

How does the Licensing Simulation work?

The simulation guides you through six steps: Business Actor, Business Scale, Location, Buildings & Environment, Business Activity, and Result. Business scale is calculated automatically from your capital and turnover under Government Regulation 7/2021 Article 35 — if the two point to different scales, the higher one is used. The result shows the risk level for your scope-and-scale combination, together with the license type, requirements, obligations, issuing authority, and recorded processing time.

Start a simulation
Is a simulation result an official decision?

No. A simulation result is an initial estimate based on the data you entered, not an official licensing document. Official decisions rest with the OSS system and the issuing authorities, so use the simulation as preparation before applying.

What is Ask AI and how far can its answers be trusted?

Ask AI is a licensing Q&A assistant that answers with citations to its regulatory sources, such as the regulation's name, number, and year. Conversation history is stored on your device and can be deleted at any time. Even though its answers carry citations, still verify against the official regulation text for important decisions, and never enter sensitive personal data — such as identity numbers or financial data — into your questions or uploaded files.

Open Ask AI
Why does the simulation ask about location dimension, RDTR status, and zone type?

These three determine the spatial-utilization approval (KKPR) that applies to your location. The dimension distinguishes land, sea, or cross-dimensional sites; RDTR status distinguishes areas already integrated with OSS from those not yet integrated; and the zone type — for example forest, special economic zone, industrial estate, or coastal area — carries its own additional provisions.

How do I register, sign in, and recover my password?

You can register with an email address and activate your account through the link sent to your email, or sign in with a Google account as long as your Google email is verified. A Google account is treated just like any regular email registration. If you forget your password, use the recovery link on the sign-in page to set a new one.

How is my data protected?

PolygonOSS uses encrypted connections (HTTPS), stores passwords in hashed form, restricts access by role, and records administrative actions in audit logs. Your data is never sold to any party, and third-party processing — for example by AI providers, Gistaru, payment gateways, and Google — is limited to what is needed to run the service. Your rights as a data subject under the PDP Law, including access, correction, and deletion, can be requested via [email protected].

Read the Privacy Policy
How long is my data stored?

Your account and parcel data are stored while your account is active or until you request their deletion. Polygon creation files (SHP and PDF) have a 90-day download period before being archived, while Ask AI conversation history is stored on your device and can be deleted at any time with the delete-history button.

How do I request deletion of my data?

Send your request from the email address registered to your account to [email protected], and valid requests will be processed under the PDP Law after identity verification where necessary. The service operator is PT Norman Solution Indonesia, located at Jl. Nyiur Melambai III, Koja, North Jakarta 14260.
