POLYGONOSS TERMS AND CONDITIONS OF SERVICE

Last updated: 24 October 2026

Welcome to PolygonOSS (https://polygonoss.com) — *Create Polygons Easily, Quickly, Accurately*. PolygonOSS is a companion platform that helps business actors understand and prepare risk-based business licensing requirements through the Online Single Submission (OSS) system, including a KBLI directory, artificial intelligence (AI)-assisted licensing information consultation, licensing application simulation, polygon map and SHP file creation, and a user discussion forum.

By accessing or using the PolygonOSS service (the "Service"), you declare that you have read, understood, and agreed to these Terms and Conditions (the "Terms"). If you do not agree to these Terms, please do not use the Service.

Article 1 — Definitions

  1. 1."Operator" is PT Norman Solution Indonesia, the party that operates PolygonOSS.
  2. 2."User" is any person who accesses or uses the Service, whether registered or not.
  3. 3."Account" is a registered account created by a User to use certain features of the Service.
  4. 4."Credit" is an internal unit of value of the Service with an exchange rate of 1 (one) Credit = IDR 1.00 (one rupiah), used to pay for certain paid features.
  5. 5."User Content" is all material uploaded, written, or created by a User through the Service, including polygon drawings, location data, files, and forum posts.
  6. 6."OSS" is the Online Single Submission system operated by the Government of the Republic of Indonesia through https://oss.go.id.

Article 2 — Status of the Service

  1. 1.PolygonOSS is an independent private service. PolygonOSS is not an official service of the Government, the Ministry of Investment/BKPM, or the OSS system, and is not affiliated with those institutions.
  2. 2.The Service is currently in a trial (beta) stage. Features, appearance, prices, and availability of the Service may change, be limited, or be temporarily suspended for maintenance and development.
  3. 3.All information, simulation results, spatial plan check (RDTR) results, and files produced by the Service are tools and preparatory materials. Such results are not decisions, approvals, or official licensing documents; licensing decisions remain the authority of the competent agencies through the OSS system and/or related official systems (including Gistaru and Amdalnet).

Article 3 — User Accounts

  1. 1.Some features of the Service require Account registration. Users must provide correct data and update it when it changes.
  2. 2.Users are responsible for maintaining the confidentiality of their Account credentials and for all activities that occur through their Account.
  3. 3.Users must be at least 18 (eighteen) years of age or have legal capacity under the laws and regulations; use by a business entity is carried out by a party authorized to represent it.
  4. 4.The Operator may suspend or close Accounts that violate these Terms, with or without prior notice according to the severity of the violation.

Article 4 — Information Services and AI Consultation

  1. 1.The consultation feature ("Ask AI") presents licensing regulatory information summarized by an AI system from available regulatory sources, accompanied by source citations.
  2. 2.AI answers are informative in nature and may contain errors, including due to regulatory changes. AI answers are not legal advice and are not a substitute for consultation with the licensing issuing agency, a legal consultant, or a notary.
  3. 3.Users must verify information obtained from the Service against the official regulatory texts and/or the OSS system before making decisions or submitting licensing applications.
  4. 4.Regulations may change at any time; the Operator strives to update the knowledge base, but does not guarantee that every answer always reflects the latest version of the regulations at the time the answer is given.

Article 5 — KBLI Directory and Licensing Simulation

  1. 1.The KBLI directory and the KBLI inter-version conversion feature are compiled from official data and conversion tables published by the competent authorities; in the event of any discrepancy, the official documents of the issuing authority prevail.
  2. 2.Simulation results are an estimate of licensing requirements based on the profile and answers the User enters and the provisions data available at the time the simulation is run.
  3. 3.Simulation results do not guarantee that the User's application will be approved, and do not replace the assessment of the competent authority in the actual licensing process.

Article 6 — Polygon Creation, SHP Files, and RDTR Checks

  1. 1.The map creation feature produces polygon/SHP files (including KKPR format and Amdalnet format) and summary documents based on points, drawings, and data that the User enters themselves.
  2. 2.The accuracy of the results depends entirely on the accuracy of the User's input data. Users are responsible for re-checking coordinates, areas, boundaries, and result attributes before using them in official applications.
  3. 3.Files produced by the Service are not official measurement results and are not a substitute for licensed surveyors or the authorities competent in land and spatial planning matters.
  4. 4.RDTR check results are obtained from Gistaru ATR/BPN data available to the public and are indicative in nature; the final conformity of spatial utilization is determined by the competent authority.
  5. 5.Users are prohibited from using the Service to create or falsify official documents, or to map land that the User has no right to map.
  6. 6.File storage period (retention). Polygon files produced by the Service — including SHP files (KKPR and Amdalnet formats) and the accompanying PDF documents — are stored on the Operator's servers and may be re-downloaded by the User for 90 (ninety) calendar days, counted from when the polygon was created. If a User regenerates the same polygon, the storage period is recounted as 90 days from the last generation.
  7. 7.Archiving. After the storage period referred to in paragraph (6) ends, the files are archived and can no longer be downloaded through the Service. Archiving does not delete the polygon data (coordinate points) stored in the User's account. To obtain the files again after archiving, the User may regenerate them in accordance with the applicable Service provisions.
  8. 8.Personal copies & changes to the storage period. Users are responsible for downloading and storing copies of their files independently before the storage period ends; the Operator is not obliged to provide files that have been archived. The storage period referred to in paragraph (6) is a setting that may be changed by the Operator with prior notice through the Service, and such changes apply to files created or generated after the change is announced.

Article 7 — Credits and Payments

  1. 1.Certain features of the Service are paid and are paid for with Credits, including the generation of SHP files, at per-transaction rates displayed before the User makes a transaction.
  2. 2.Credit top-ups are made through official payment gateway providers partnering with the Operator, including via QRIS. Credits are added to the User's balance after payment is verified.
  3. 3.Credits are not electronic money, are not issued by a bank, cannot be transferred between Users, and cannot be cashed out, except as provided in Article 8.
  4. 4.The Operator may change the rates of paid features; changes apply to transactions after the change is announced and do not affect transactions that have been completed.

Article 8 — Refunds

  1. 1.Credit deductions are made per successful transaction, including per SHP file generation.
  2. 2.If a transaction genuinely fails due to an error in the Service's system so that the paid result is not received by the User, the User may submit a request for a Credit/fund refund.
  3. 3.Refund requests are verified and processed by the Operator — refunds do not occur automatically. The Operator may request reasonable information or supporting evidence.
  4. 4.Credits/funds from transactions that have succeeded and whose results have been received by the User cannot be refunded.
  5. 5.More detailed provisions regarding Credits are set out in the Credit Terms & Conditions page, which forms an inseparable part of these Terms.

Article 9 — Forum and User Content

  1. 1.Users are fully responsible for the User Content they upload, including the validity of their rights over such content.
  2. 2.Users are prohibited from uploading content that: (a) violates laws and regulations; (b) contains pornography, hate speech, or discrimination; (c) is misleading, falsifies identity, or violates the rights of others; (d) constitutes spam, unauthorized advertising, or malicious software.
  3. 3.By uploading public User Content (including forum posts), the User grants the Operator a non-exclusive license to store, display, and distribute it solely for the operation of the Service.
  4. 4.The Operator may edit, hide, take down, or delete User Content that violates these Terms, and take action against offending Accounts, based on the Operator's assessment and/or reports from other users.
  5. 5.Location and polygon data saved by a User are private to the User's Account and are not displayed to the public, except where the User shares them through the features provided.

Article 10 — Prohibited Uses

Users are prohibited from:

  1. 1.Accessing the Service in an unlawful or unauthorized manner, including attempting to breach security systems or access other users' data.
  2. 2.Carrying out mass and automated data collection (scraping, crawling, harvesting) that burdens or disrupts the Service, beyond reasonable use through the provided interface.
  3. 3.Disrupting, damaging, or burdening the Service infrastructure, including sending malicious code.
  4. 4.Using the Service for fraud, forgery, or other unlawful activities.
  5. 5.Reselling access to the Service or Credits to other parties without the Operator's written consent.

Article 11 — Intellectual Property

  1. 1.All software, designs, trademarks, logos, and materials of the Service (excluding User Content and state-owned regulatory documents) belong to the Operator or its licensors and are protected by laws and regulations.
  2. 2.The texts of laws and regulations displayed or referred to by the Service are public documents in accordance with applicable provisions.
  3. 3.Users acquire no rights whatsoever over the Operator's intellectual property other than the right to use the Service in accordance with these Terms.

Article 12 — Privacy and Personal Data

  1. 1.The management of Users' personal data is governed by the PolygonOSS Privacy Policy, which forms an inseparable part of these Terms.
  2. 2.By using the Service, Users agree to the collection and use of data as described in the Privacy Policy, to the extent necessary for the operation of the Service.
  3. 3.Users are prohibited from uploading other parties' personal data without the right or consent of the party concerned.

Article 13 — Service Availability and Limitation of Liability

  1. 1.The Service is provided "as is". The Operator strives to maintain the availability and accuracy of the Service, but does not guarantee that the Service is free of disruptions, errors, or always available.
  2. 2.The Service depends on third-party systems and data (including OSS, Gistaru, and payment gateways); disruptions at third parties beyond the Operator's control are not the Operator's responsibility.
  3. 3.To the extent permitted by law, the Operator's liability for User losses arising from the use of the Service is limited to a maximum of the total fees actually paid by the User to the Operator in the last 3 (three) months before the claim arose.
  4. 4.The Operator is not responsible for business decisions, licensing rejections, or indirect losses arising from the User's reliance on the Service's information without verification as referred to in Article 4 paragraph (3).
  5. 5.Force majeure releases the parties from obligations whose performance is hindered by such circumstances.
  6. 6.User responsibility. Every decision, action, and submission that a User takes based on information, simulation results, or files produced by the Service — including KBLI selection, determination of land location and boundaries, and licensing applications to the competent authorities — is the User's full responsibility. Users are also responsible for the validity of rights over land mapped or used through the Service, the correctness of all data they enter, and the compliance of their business activities with applicable laws and regulations.

Article 14 — Suspension and Termination

  1. 1.Users may stop using the Service and request Account closure at any time.
  2. 2.The Operator may suspend or terminate the access of Users who violate these Terms.
  3. 3.Remaining Credits in an Account closed due to a User's violation cannot be refunded, unless otherwise determined by the Operator under Article 8.

Article 15 — Changes to the Terms

  1. 1.The Operator may change these Terms from time to time. Material changes will be notified through the Service and/or registered email before taking effect, except changes required immediately by laws and regulations.
  2. 2.Use of the Service after the changes take effect is deemed agreement to the amended Terms.

Article 16 — Governing Law and Dispute Resolution

  1. 1.These Terms are governed by and interpreted under the laws of the Republic of Indonesia.
  2. 2.Disputes arising shall first be resolved through deliberation; if no agreement is reached, disputes shall be resolved through the North Jakarta District Court.

Article 17 — Closing Provisions and Contact

  1. 1.If any part of these Terms is declared invalid, the other provisions remain in full force.
  2. 2.These Terms constitute the entire agreement between the User and the Operator regarding the use of the Service.
  3. 3.Questions regarding these Terms may be directed to the Operator:
